Introduction: Basin Plan Amendments
There are nine regional water quality control boards serving the State Water Resources Control Board. Our North Coast Region is #1 of the nine. (It’s not a ranking or rating, just a number.) Most of our County comes under the jurisdiction of that Board except for the southern part including Sonoma and the Valley of the Moon and the Petaluma area. Those are under the Bay Area Board because their waterways empty into the Bay’s watershed.
Each Regional Board has a Regional Basin Plan that includes requirements that must be met in area in order to fulfill requirements of the Clean Water Act and the California Porter-Cologne Act. Amendments can cover many different topics but RRWPC has focused mostly on discharge permit requirements including those for wastewater irrigation. The Basin Plan Amendment allows incidental wastewater runoff.
