All North Coast sewer systems discharging waste into waterways are required to obtain appropriate permits from the North Coast Board that are reviewed every five years. RRWPC’s advocacy has focused on impacts to the lower river in West Sonoma County by Russian River County Sanitation District (RRCSD) located west of Guerneville, and Santa Rosa’s Subregional Reclamation System (includes Santa Rosa, Rohnert Park, Cotati, Sebastopol and South Park). We also addressed issues about the regionalization of RRCSD, including possible hookups of Occidental, Camp Meeker, and Monte Rio to RRCSD.
The North Coast Regional Board released Santa Rosa’s draft wastewater discharge permit in 2013 for public review. It had been last reviewed and approved in 2006. While Santa Rose now recycles most of its wastewater to the Geysers, there are circumstances in heavy rain years when they still need to discharge. The permit regulates all potential discharges of treated wastewater into Laguna tributaries and Russian River between Oct. 1st and May 15th of each year. The Reclamation Permit regulates wastewater irrigation practices and runoff.
