RECLAMATION PERMIT and RUNOFF; LOW-FLOW DEIR UPDATE

Dear RRWPC Supporter:

Sonoma County water issues continued on the front burner throughout 2010.  Recent local election results indicate that things may get even more intense in 2011.  With two brand new and two relatively new Sonoma County Supervisors, and critical budgetary cuts to be made, it is easy to predict that vast changes in County governance will occur at all levels.  One change may be new leadership of and a possible restructuring at the Sonoma County Water Agency.   That Agency is in charge of summer dam releases and river flows; they manage the water system for about 500,000 people in mostly urban areas, and are in charge of County sewer districts.  We will keep you informed.

Healdsburg Reclamation Permit and “incidental runoff”…..
The North Coast Regional Water Quality Control Board recently authorized the first Reclamation Permit to be issued since the new Storm Water Permit had been approved.  Reclamation permits regulate wastewater reuse for irrigation, and are intended to prevent runoff of toxins to waterways and groundwater. Irrigation occurs in the summer, when flows are low and assimilative capacity can be very poor. “Incidental runoff” will become especially problematic if “low flows” become permanent.

Well, another year has flown by and RRWPC is about to begin its 32nd year as a nonprofit corporation.  There’s a saying, “Time flies when you are having fun!”  While “fun” may not be the appropriate word to describe what we do, we have certainly been absorbed and determined and concentrated on the goal of limiting some of the damage that has been continually visited on the Russian River over the years.  We are grateful for your loyalty that has kept us going over time, and hope our precious relationship will continue for many years to come.

SCWA Releases EIR on Project to Control River’s Mouth
The design of structural barriers (man made dunes) to keep the river’s mouth closed all summer is the central focus of the “Russian River Estuary Management Project Draft Environmental Impact Report” (DEIR). The Board of Supervisors authorized the release of this in-house Sonoma County Water Agency (SCWA) document on December 15, 2010. Public comments are due on February 14, 2011 by 5 pm. (Please submit enclosed target letter.)  A hearing will be held in Jenner on Tuesday, January 18, 2011, at the Jenner Community Hall at 6 pm (behind the fire house).  Please try to attend.  You can purchase a CD of the Estuary Project DEIR for $10 by contacting Jessica Martini-Lamb at: Jessica.Martini.Lamb@scwa.ca.gov

March 2011: UPDATE ON LOW-FLOW DEIR

Sonoma County Water Agency (SCWA) received 173 comment letters last month on the Russian River Estuary Project Draft Environmental Impact Report (DEIR), most expressing concerns about the project. They included letters from Monte Rio and Russian River Recreation and Parks Districts, the national environmental group Defenders of Wildlife and the Sonoma County Water Coalition, along with individual letters from many of the Coalition’s 30 member organizations. Numerous other businesses, organizations, and concerned individuals wrote also. Thanks to you all!

May 2011: Sewer fee increases

Dear RRWPC Supporter:

While the cost of living reaches skyward as incomes and work opportunities go downhill, increased utility costs that offer no opportunity to limit service, are becoming more and more of a burden to average citizens.  Those of us in County Sanitation Districts have no control over the size of our bills.  For the convenience of the County, everyone pays the same flat fee, no matter the size of their households, the amount of water used, or wastewater generated.  What follows is a case in point.

Ratepayers in the Russian River County Sanitation District (RRCSD) recently received an orange notice announcing fee increases for the coming year.  Sewer charges on the 2011 tax bill will go up to $1,153 for each E.S.D. (equivalent single-family dwelling).  Those of you who own more than one developed District parcel should have received one notice for each of your parcels and will have to pay that amount for each one.
