Computer Controlled River
Our beautiful Russian River provides solace for recreationists on lazy summer days, even though essentially controlled by computer models during most of the vacation season. The flows gently rocking kayaks and canoes are managed by the Sonoma County Water Agency, the State Water Board, the National Marine Fisheries Service and correspondingly, State and Federal Water Law. Right now, thanks to late spring rains, the river is still flowing high, and for a little while “mother nature” will remain in charge.

ONE THING WE SHOULD BE LEARNING FROM THE BP OIL SPILL DISASTER IN THE GULF OF MEXICO IS THAT ALL NEW TECHNOLOGIES HAVING THE POTENTIAL FOR CAUSING HUMAN AND ENVIRONMENTAL HARM OR AFFECTING BENEFICIAL USES, SHOULD HAVE AN EXIT PLAN FOR WHEN THEY GO AWRY.
• THE PLAN SHOULD BE FULLY VETTED BEFORE ANY CONSTRUCTION AND/OR IMPLEMENTATION OCCURS;
• PENALTIES FOR FAILURE SHOULD BE COMMESURATE WITH THE EXTENT OF THE HARM AND,
• ALL WHO SUFFER SHOULD BE FULLY COMPENSATED.
• IN THE CASE OF ENVIRONMENTAL HARM, APPROPRIATE SUMS OF MONEY SHOULD BE ASSIGNED TO THOSE WHO WORK TO RECTIFY THE PROBLEMS THAT RESULT FROM THE FAILURE OF THE PROJECT.

INTRODUCTION:
RRWPC has been tracking water quality issues in the lower Russian River (Healdsburg to Jenner) for 30 years. We are neither scientists nor legal experts, but we have studied water quality issues all that time and have accumulated a vast library of reports, studies, presentations, etc. from experts on these issues. We will draw on those documents as background for this Protest.
